GES Tolling Equity Program Application
The GES Tolling Equity Program provides a free switchable transponder and Express Lanes credit, as well as free RTD transit passes, for low-income residents of Globeville and Elyria Swansea (GES).
In order to apply, you must live in Globeville, Elyria, or Swansea and have your vehicle registered to your address. Your annual household income must be 200% of the Federal Poverty Level or below.
The dollar amounts in the following table show the maximum annual household income level you may have and still qualify for the Program:
Make sure your vehicle is not on an existing ExpressToll account. To remove your vehicle from an ExpressToll account, contact the ExpressToll Service Center at (303) 537-3470 or (888) 946-3470 to speak to a customer service representative. Resolve any outstanding License Plate Toll balance associated with your vehicle by contacting the ExpressToll Service Center.

Account Activation and App Download |
Once you receive the transponder and BancPass reload card, you MUST activate your account before driving in the Express Lanes. Instructions will be provided in the Welcome Packet. Download the BancPass app available on both Google and Apple app stores. This is the easiest way to manage and monitor your account. You will need your reload card to connect the app to your account. |
Responsibility for Tolls and Other Charges |
The vehicle owner is responsible for all tolls and fees incurred by using the Transponder and/or the BancPass Reload Card. |
Transponder Responsibilities |
If your transponder is lost or stolen, or you are selling your vehicle, you need to notify BancPass to deactivate the transponder. Otherwise, you will be liable for any toll charges and fines. |
Account Management |
It is your responsibility to manage your account. Your BancPass toll account can be replenished by using the BancPass reload card included with the transponder mailed to you. A $2 fee will apply to each cash or card-based reload transaction at a retail store, such as 7-Eleven’s across Denver (including Globeville and Elyria-Swansea). A $1 fee will apply for each card-based reload transaction done using the BancPass app or the BancPass website. |
Account Deactivation |
If your account goes negative, you must replenish your account within 30 calendar days to avoid your account being deactivated and removed from the program. |
Disputes |
If you wish to dispute a violation while your BancPass Account is active, you must contact BancPass and provide a copy of the invoice for consideration. |
Account Closure |
You can close your account at any time. Funds that have been added by CTIO will be returned to the program, and the remaining funds you have added will be returned to you. A $2 fee will be applied to all refunds. BancPass may also close your account if you violate any of the terms of service. Deleting the BancPass mobile app from your phone will not close your account. If vehicles on the account do not register any trips in Express Lanes for a two-year period, then your account will be considered dormant and closed by PlusPass. |
